Lester on his mission as negotiator on the question of the prohibition of the entry to Spain to League of Nations officials: misunderstanding between the Spanish Ministry for Foreign Affairs and the Spanish Department of the Interior; Spain ignored the diplomatic status of the League of Nations officials because of the League of Nations' attitude during the Spanish Civil war; interview between A. Costa du Rels and Cairo da Matta on the possible settlement in Lisbon (Portugal) of part of the League of Nations Secretariat to play the role of intermediary between Geneva and the United States and if necessary also of the International Court of Justice; the suggestion of A. Costa du Rels that officials could travel separately on ordinary passports which did not mention their function was discouraged by J. Lopez Olivan (Spain) for the reason that it could be regarded as "attempted fraud" by the Spanish Authorities.
