      Lorsque la Constitution est entree en vigueur, le Haut Commissariat fut confie ai general anglais Sir Maurice Haking. Apres le depart de Sir Reginald Tower et en attendant la nomination du Haut Commissaire, l'interim fut assure par le Prof. B. Attolico, directeur au Secretariat de la Societe.
      Le General Haking, resta en fonction de Mai 1922 a Fevrier 1923 et fut remplace a cette date par M. McDonnell nomme pour une annee (du 22 Fevrier1923 au 22 Fevrier 1924).
