Scope and content
Colombia today signed two Covenants on Human Rights, one on economic, social and cultural rights and the other on International civil and political rights, and an optional protocol to the latter, which were approved by the General Assembly on 16 December 1966. The Covenants when they come into force will legally require States parties to implement the rights and freedoms proclaimed in the Universal Declaration of Human Rights. The Optional Protocol to the Covenant on Civil and Political Rights when it becomes effective, permits consideration by Human Rights Committee of petitions from individuals claiming to be victims of a violation of any of the rights set forth in the Covenant.
Ambassador Evaristo Sourdis of Colombia signing the instruments on behalf of his Government. Looking on are (from left) Mr Marc Schreiber, Director of the UN Division of Human Rights; Mrs. Clara Ponce De Leon (Colombia); and Mr. F. Blaine Sloan, Director of the UN General Legal Division.
