The file contains a report drawn up by the Communications and Transit Section upon request by the Council regarding the main communications concerning the League in times of a crisis: special measures to ensure the security and speed for convocation of Council meetings, and for all relations between members of the League, the Council, the Secretary-General. The memorandum is not dated but a note from the Secretary-General, Sir Eric Drummond, and comments by F.P. Walters to Mr. Haas, indicate it may have been drafted in November 1926.
