Nilson - Reports refusal by Council of Ambassadors of Polish request for immediate control and exploitation of these railways. It was considered advisable that the administration of the railways be left in German hands until the arrival of the High Commissioner and the establishment of the government of the free city. Mr. Laroche to succeed General Le Rond as arbitrator between the Poles and the Germans. File 1920.02.08
