Finland today became the thirty-third country to sign the International Convention on the Elimination of All Forms of Racial Discrimination. The Convention, adopted by the General Assembly on 21 December 1965, binds States which become Parties to "condemn racial discrimination and undertake to pursue, by all appropriate means and without delay, a policy of eliminating racial discrimination in all its forms and promoting understanding among races." The Parties also commit themselves to taking "special and concrete measures to ensure the adequate development and protection of certain racial groups or individuals belonging to them". The Convention provides for the establishment of machinery to oversee the implementation of its provisions.

Norway has become the forty-third signatory of the International Convention on the Elimination of All Forms of Racial Discrimination.

This series contains publications concerning Minorities and is comprised of 396 titles ranging in date from 1910 to 1969 (with greatest coverage in the 1920s and 1930s), containing brochures, bulletins, documents, Festschriften, journals, maps, newspaper clippings, pamphlets, reprints and theses (duplicate copies (40) and periodical issues (10) are included but not individually numbered). Publications concern 12 different countries and are written in 9 different languages, some items having several translations. All topics relate to Minorities and Minorities Law and include: Anti-semitism and relations with Jewish minorities; boundary disputes; folk art and cultural differences; laws of different peoples; societies and institutes; war crimes and world peace.

Many of these items are rare even though reprints and government documents may be available elsewhere.

The First International Day for the Elimination of All Forms of Racial Discrimination was commemorated this morning by a special meeting held in the Assembly Hall of the Palais des Nations in Geneva.
The meeting was opened by Professor Petr Nedbailo, Chairman of the twenty-third session of the United Nations Commission on Human Rights, now meeting in Geneva. He recalled that March 21 commemorated the anniversary of the Sharpeville massacre in South Africa, when peaceful demonstrations were fired upon and killed by the authorities. The decision to proclaim March 21 as International Day for the Elimination of Racial Discrimination was made by the General Assembly at its 21st session.
