The Convention was adopted by the General Assembly on 21 December 1965 and came into force on 4 January 1969. Under the Convention, States parties condemn" racial discrimination and undertake to pursue, by all appropriate means and without delay, a policy of eliminating racial discrimination in all its forms and promoting understanding among races." A Committee on the Elimination of Racial Discrimination has been established under the Convention to oversee the implementation of its provisions.

The Ivory Coast today acceded to the Convention on the Elimination of All Forms of Racial Dicrimination. The Convention was adopted by the General Assembly on 21 December 1965 and came into force on 4 January 1969. Ecuador has accepted a procedure for handling communications from persons and groups under its juridiction who claim to be victims of a violation of any of the rights set forth in the International Convention on the Elimination of All Forms of Racial Discrimination. In a declaration deposited with Secretary-General Kurt Waldheim today, Ecuador recognized the competence of the Committee on the Elimination of All Forms of Racial Discrimination to receive and consider such communications. Ecuador, which acceded to the Convention on 22 September 1966, is the sixth State Party to accept the procedure so far. The others are the Netherlands, Sweden, Uruguay, Costa Rica and Norway. Ten such declarations by States Parties are needed under article 14 of the Convention before the Committee, formed in 1970, can consider the communications. The Dominican Republic today acceded to the International Convention of All Forms of Racial Discrimination. The Convention was adopted by the General Assembly on 21 December 1965 and came into force on 4 January 1969. Under the Convention, Sates Parties promote understanding among races and condemn racial discrimination, undertaking to pursue a policy of eliminating it without delay. The Committee on Elimination of Racial Discrimination oversees the Convention's implementation.
