P. Jankowski was a Russian refugee in Germany and holder of a Nansen passport. Wanting to help Russian and Armenian refugees who had lost their official papers to certifiy their identity, during 10 years he formed an archive of military and prisoner records, death certificates, etc. which according to him were not available through the USSR. He proposed to entrust the Nansen Office with these records.
After having received comments from its delegate in Germany, Mr. Stobbe, the Nansen Office informed P. Jankowski that it was not in a position to collaborate with him.
