Administrative history
This office was established in 1920 with the hiring of Col. Walter J. Brown. The Executive Secretary served as Secretary to the Board of Governors and thus dealt with primarily administrative and financial matters. Upon Brown's retirement in 1946, the office became known as the Office of the Comptroller. R.B. Willis became the first Comptroller and Secretary to the Board and served in both capacities until he became Western's first Vice-President in 1962. At that time, Robert R. Glover took over as Comptroller.

The Comptroller's Office was established in 1946 as a result of a name change in the Executive Secretary's Office. The first Comptroller was Ross B. Willis.
In 1962, Ross B. Willis became Vice-President of the University (later Vice-President, Administration and Finance) while R.R. Glover became the new Comptroller at the same time.

Scope and content
Correspondence kept by the Executive Secretary Walter J. Brown and successor the Comptroller Ross Willis (1946-) primarily in their capacity of Secretary to the Board of Governors. The correspondence deals with a variety of administrative (i.e. largely excluding academic) matters that were the responsibility of the Board of Governors. Major subjects included: advertising, affiliated colleges, alumni, athletics, auditor, budgets, buildings, cafeteria, coal, Canadian Officer Training Corps, gifts, government, grants, grounds, insurance, library, museums, music, orders, patents, physical education, property, staff, student fees, veterans, and visitors.
