The determination to work out a successful solution to the problem of discontinuing nuclear test explosions was expressed by the representatives of the three nuclear powers - the United States, the United Kingdom, and the Soviet Union - as they opened negotiations on the subject at the Palais des Nations in Geneva today. The participants were welcomed to the conference by UN Secretary-General Dag Hammarskjold's personal representative on disarmament matters, Mr. T.G. Narayanan.
The three Heads of Delegations are seen here exchanging views shortly before the opening of the meeting. Seated, from the left (front row), are: Ambassador James WADSWORTH (U.S.A.); Ambassador S.K. TSARAPKIN (USSR); and the Rt. Hon. David ORMSBY-GORE (U.K.).
