Scope and content

The UN Commission on Human Rights began its thirty-second session at the Palais des Nations in Geneva today, by unanimously electing Leopoldo Benites of Ecuador as its Chairman. On the 23-item provisionnal agenda to be placed before the Commission a number of questions are to be considered as a matter of priority. Among them are the "Question of the violation of human rights in the territories occupied as a result of hostilities in the Middle east", and the "Study of reported violations of human rights in Chile, with particular reference to torture and other cruel, inhuman, degrading treatment or punishment". The Commission will also consider, as a standing item with high priority, the "Question of the realization of the economic, social, and cultural rights contained in the Universal Declaration of Human Rights and in the International Covenant on Economic, Social and Cultural Rights, and Study of special problems relating to human rights in developing countries".
Other high priority items relate to the further promotion and encouragement of human rights and fundamental freedoms and the role of youth in the promotion and protection of human rights.
