The stirring words of the Universal Declaration on Human Rights adopted on 10 December 1948, Human Rights Day, came much closer to being put into practice this year when two legally binding treaties incorporating the rights spelled out in the Declaration came into force: the International Covenant on Economic, Social and Human Rights, and the International Covenant on Civil and Politic Rights. Under an Optional Protocol to the Covenant on Civil and Politic Rights it is now also possible to for a Human Rights Committee of distinguished independant experts to examine complaints from private sources.
Not all Governments have yet agreed to be bound by the Covenants, but Human Rights Day 1976 can be celebrated with particular pride in the knowledge that the world has now a legal system, not just principles and standards, to protect people's rights to food, health, shelter, work, freedom of speech, protection against torture and against arbitrary arrest of detention, and many other basic rights.

By 10 December 1976, 41 States had ratified the Convenant on Economic, Social, and Cultural Rights, 39 States the Covenant on Civil and Political Rights, and 13 States on the Optional Protocol to the Convenant on Civil and Political Rights.
