As part of the Department of Social Affairs, the Division of Human Rights was headed by John Humphrey from 1946 to 1966. The Division was responsible in the Secretariat for the work of the Commission on Human Rights, which had been given a clear mandate by the Economic and Social Council to draft the international bill of rights. It was responsible as well for the Commission on the Status of Women, the Sub-Commission on the Prevention of Discrimination, the Sub-Commission on Freedom of Information and the ad hoc Commission on Questions of Prisoners of War.

In 1973, prior to the move from New York to Geneva of the Division of Human Rights, the Headquarters Registry Section informed UNOG Registry, Archives and Mailing Unit of the transfer of the Headquarters Registry series on Human Rights to Geneva to enable operational facility. The UNOG Registry adopted the Headquarters file classification system and with time expanded it to accommodate new subjects which were not covered by the original system. To avoid confusion with Headquarters records, special prefix "G/" were added to designate the files which were opened by Geneva.
As Headquarters files had a four-year periodic cycle and that the last period of the Human Rights files started in January 1970, it was decided that all actives files from 1970 on be sent to Geneva. Files prior to 1970 were closed and sent to the Headquarters Archives. It was agreed that closed Headquarters files "may have to be sent to Geneva on loan for a specific period, but they would be used for reference only".
As a result of frequent requests from the Division of Human Rights to have closed files for reference in Geneva, in 1975 the DHR wrote to the Headquarters Archives and Records Unit requesting "all the old and semi-active files in custody in the Archives be also sent to Geneva".
In 1976, for reason of space, the UNOG Registry wrote to Headquarters Archives Section to propose microfilming the NY human rights files and asked if the paper files should be destroyed in Geneva or returned to Headquarters. It further stated "The Human Rights Division prefers to keep them in Geneva and seems to have no objection to their destruction upon microfilming."
The microfilming operation produced 131 reels of microfilms for these records. Only one paper series SO 215 was destroyed after microfilming. We still have 30 lm paper records of these files. The inventory list of these files was sent to ARMS by fax in January 2003.
Since the Division's move to Geneva in 1974, our Registry Unit has created 600 lm of human rights files and in addition our Records Unit is holding another 350 lm.
