During the second session of the Commission on Human Rights in 1947 the full concept of an International Bill of Rights as a three-part document - a declaration, a convention and measures of implementation - emerged. The result was first of all the Draft International Declaration on Human Rights, followed by a Draft International Covenant on Human Rights, and thirdly the Report on Measures of Implementation. Together these three parts are referred to as the International Bill of Rights.

The final text of the International Declaration of Human Rights was prepared at the third session of the Commission in 1948 and adopted on 10 December 1948 by the General Assembly.

In 1952 the Coordination Committee of ECOSOC proposed that top priority be given to the dissemination of the Universal Declaration of Human Rights. These records contain correspondence with the Department of Public Information concerning informational programmes of the United Nations and the specialized agencies, including UNESCO, on human rights.

The Division of Human Rights collected information regarding repercussions of the Declaration of Human Rights. These records contain information on usage in Ireland, Indonesia, Sweden, Liberia, and Denmark.

In 1950 the General Assembly adopted a resolution inviting states to commemorate the anniversary of the Universal Declaration of Human Rights on 10 December 1948 as Human Rights Day each year. While primary responsibility for implementing the resolution fell under the Department of Public Information, the Department of Social Affairs, and by implication the Division of Human Rights, worked closely in the plans and promotion of Human Rights Day. These records contain correspondence and memoranda related to Human Rights Day in 1951, 1952 and 1953.

The records include correspondence between the Division of Human Rights and members of the Canadian government and academics as well as letters and memoranda related to the impact of the Declaration in various countries.
