Scope and content

Liberia today became the twelfth State to sign the International Covenants on Human Rights. The two Covenants - on Civil and Political Rights and on Economic, Social and Cultural Rights - were adopted by the General Assembly on 16 December 1966. When they come into force, they will require States Parties to implement the rights and freedoms proclaimed in the Universal Declaration of Human Rights.
Ambassador Nathan Barnes, Permanent Representative of Liberia to the UN, signing the two instruments. Looking on is Mr. F. Blaine Sloan, Director of the General Legal Division, and Mr. S. Kiernik (right), Chief of the Treaty Section, shortly after he had signed the two instruments.
