The Mandatory System - The Times - Statement by Sir Eric Drummond pointing out that the authority of the Council is confined to ascertaining that the Draft Mandates conform to Article 22 of the Covenant. The right to appoint the Mandatories belongs to the Principal Allied and Associated Powers, and the reference to Parliaments depends entirely on the Constitution of the country concerned.
