Mandate for Yap Island - Mr. Hugh Wallace, the United States Ambassador to Paris - Opposes, in the name of his Government, the allocation of this mandate to Japan. Cannot recognize the validity of such a mandate that is not in conformity with Article 119 of the Treaty of Versailles which stipulates that "Germany renounces her rights and titles over her Overseas Possessions in favor of the Principal Allied and Associated Powers" and not in favor of Japan in particular.
