        Mantoux, Paul Joseph (born: 1877, France) was among those who formed the nucleus of the Secretariat of the League of Nations. From 1919 to 1927 he was the first director of the Political Section of the League of Nations. In 1928, William Rappard together with Paul Mantoux founded the Graduate Institute of International Studies (Geneva).
