The Sub-Commission on Prevention of Discrimination and Protection of Minorities continued this morning its consideration of the question of procedure for admissibility of communications from non-governmental sources relating to violations of human rights and fundamental freedoms.

The Sub-Commission on Prevention of Discrimination and Protection of Minorities decided this morning not to send a telegram to President Idi Amin of Uganda about the recent decision to require Asians to leave that country. The vote was 14 in favour of a motion not to send a message to 1 against, with 6 abstentions. On another subject, the Commission unanimously requested continued work by one of its Special Rapporteurs, Francesco Capotorti from Italy, on a study of the rights of persons belonging to ethnic, religious and linguistic minorities. The study was begun last year and is the subject of a progress report by Mr. Capotorti to the Sub-Commission.

The Sub-Commission on Prevention of Discrimination and Protection of Minorities began discussing yesterday afternoon a draft resolution asking it to recommend that the Commission on Human Rights "consider how effective international legal protection for individuals who are not citizens of the country in which they live can be established". The draft resolution, submitted by Robert R. James, member of the Sub-Commission from the United Kingdom, also contains a recommendation that the Human Rights Commission be asked "to reaffirm the principle that human rights apply to all human beings". Various changes in the proposal were suggested by members of the Sub-Commission, and it was agreed that Mr. James would revise his text in the light of these suggestions. The Sub-Commission also heard a statement by an observer from Uganda, who appeared before it at his request to give information on the situation involving the planned expulsion of Asians from that country.

The United Nations Sub-Commission on Prevention of Discrimination and Protection of Minorities opened its fortieth session at Geneva on 8 August. The Sub-Commission elected by acclamation Murlidhar Chandrakant Bhandare, expert from India, as its Chairman.
