Constitution of an autonomous Ruthenian State - Mr. Nicolas Pachuta and Mr. Nestor - Transmit copy of resolutions adopted by the Fourth Congress of the American Russian National Defense held at Cleveland, Ohio in November 1920. Resolutions protest against the attitude of the Czecho-Slovak government towards the Carpatho-Russian people and call on the League of Nations to send an International Commission to investigate the conditions and to carry out a plebiscite.

The Ruthenian territory of the southern Carpathians - Following the 30 April petition sent to the Secretariat by the "Party of Ruthenians in Hungary", declares that this petition is inadmissible because it does not contain anything new. However, if there has not been an objection of an eventual inadmissibility, the Czechoslovak government reserves the right to submit its observations according to the existing procedure for such cases.
