File S91/41/1 - 1932 Mission to Romania - Various documents.

Sub-file 1 entitled "Modification à la loi sur l'assainissement des dettes agricoles" (Amendment of the law on agricultural debt remediation): Contains correspondence involving Mssrs Denis and Loveday, National Bank of Romania; statistics of economic activity; 1st draft law by Mironesco [Mironescu, Finance Minister] reviewed; a bulletin of information and documentation published by the economic intelligence service of the National Bank of Romania "Banque Nationale de Roumanie - Service des études économiques". The documents of this sub-file seem to have been created/ received during 1932.
[Sub-file 2] entitled "Memorandum sur loi assainissement dettes agricoles" (Note on the law on agricultural debt remediation): as in the former file, contains notes on the 9 Apr. 1932 law regarding agricultural debt remediation with suggestions by Mr. Lugosanu, a memorandum dated 4 Sept. 1932 by the Financial Committee whose aim was to consider the draft amendment of the law before it was submitted to the parliament.
Sub-file 3 entitled "Roumanie - Plan Naum - Poenarou" Contains a rehabilitation project drafted by Mr. Naum, Legal consultant to the Romanian foreign affairs service, and submitted to the Financial Committee before August 1932. The document contains a proposal for assistance to Romania and its national bank through a non-state, non-foreign bank mechanism and might be considered by the Committee within its capacity as technical collaborator of the Romanian government.
Sub-file 4 entitled "Liquidation judiciaire - Concordat préventif" (Legal liquidation - Preventive Concordat) Contains comments and reviews of laws, by the National Bank of Romania regarding Iunian law of 10 July 1929, by Mr. Di Nola on the draft law on preventive concordat, 12 Sept. 1932; contains official texts of Romanian parliament and senate respecting this law and the repeal of the law on liquidation of commercial debts.
Sub-file 5 entitled "Arriérés" (Arrears) Contains mainly accounts of the Romanian government until end of 1st semester of 1932 : pensions, deficits and some notes.
Sub-file 6 entitled "Note M. Auboin - Genève IX -1932" The file contains several notes or memoranda on the situation in Romania: Memorandum by Emmanuel Antonesco, Professor in Law, on the Romanian Crisis, letter of 8 Sept. 1932 by Antoine Rosetti Roznovano apparently intended for the EFS expert, Denis Pierre.
Sub-file 7 entitled "Banque" (Bank): This file contains a bulletin of the Romanian National Bank's economic intelligence service on the transformation of sub-soil products, statistics of the money and financial markets, stock exchange, new capital issues and savings, ; a note on the movement of currencies for years 1929-1932 and one by Mr. Roger Auboin on the monetary situation in Romania, dated 7 Sept. 1932.
Sub-file 8 entitled "Banque Nationale [de Roumanie] - Dossier général" (General file on the Romanian National Bank): Contains note in German on the current situation of the national bank; note 1 on the general movement of currencies at the bank for the last 3 yrs (1930-Aug. 1932); note 2 on Cash and commitments; note 3 on relations between the B.N.R. treasury/ funds and autonomous administrations; note 4 on distribution and variations of the B.N.R. portfolio; accounts for 1932.
Sub-file 9 entitled "Notes et documents et liste [Documents] distribués - avec [Documents définitifs]" (List of distributed documents) : The first list is from Bucarest, dated September 1932, it contains 24 items with mention of draft versions; the second lists documents without a reference; the third note lists documents personally [Denis Pierre] collected from the Romanian authorities.
