The project was to create a centre to readapt Russian refugees in the agriculture domain and to integrate them into the French labour force. However, due to the protection of national labour policy and the difficulties in obtaining credits from French banks, the creation of such centre in France was not supported. It was considered more useful to create such centre in "new" countries like Morocco or South America.
