Scope and content
The International Covenant on Economic, Social and Cultural Rights, and the International Covenant on Civil and Political Rights together with its Optional Protocol which were opened for signature at New York on 19 December 1966, were signed by the Government of the Netherlands today. The two International Covenants on Human Rights were adopted by the General Assembly on 16 December 1966 in resolution 2200 (XXI). The two Covenants, when they enter into force, will require the States parties to them to implement the rights and freedoms proclaimed in the Universal Declaration of Human Rights. The Optional Protocol to the Covenant on Civil and Political Rights allows the UN to consider communications from individuals who claim to be victims of violations of any right set forth in the Covenant.
Ambassador Duco G. E. Middleburg, Permanent Representative of the Netherlands, signing the Covenants. Looking on are Miss J. C. Ferringa, First Secretary of Embassy, Netherlands Mission to the UN; and Mr. C. A. Stavropoulos, UN Legal Counsel.
