This file contains correspondence between the Geneva office and South America delegation on the one hand, and between each of these and the Paraguayan authorities on the other hand. The file documents the difficulties encountered by refugees to get visas from Paraguayan consuls in certain countries and the efforts made to obtain recognition of the Nansen certificates and certificates of the Delegates of the Refugee Service as regards the profession and good conduct of the refugee candidates.
