This file contains mainly minutes (in French) of meetings of the Advisory Committee, correspondence between Mr. Johnson and the delegate for Poland, Captain Arnould, who is also the President of the Committee. Comité russe de protection, Comité ukrainien and Comité Géorgien are represented and work on the preparation of the inter-governmental conference foreseen for the creation of working capital for the emigration of Russian and Armenian refugees and improvement of the identity certificate system.

This file contains correspondence, mainly from the Russian Committee, Major T.F. Johnson and the Delegate for the Baltic states and Poland. The subjects are the attitude of Russian organisations towards the ILO, their support of the Nansen Stamp and revolving fund. The President and Secretary of the Committee are Plemmienikoff and Velmine respectively. The Committee expresses a resolution to participate in the administration of the revolving fund by a right to vote which the ILO cannot grant. Other resolutions were adopted regarding the placement of refugees.
