Helsinki - Informs that the Finnish Government agrees that the Powers proposed by Count Wrangel should be invited to a Conference for the Establishment of an Agreement for the Neutralization of the Islands of Aland in place of the Convention of 1856. The sovereignty of Finland on the Aland Islands which have been irrevocably confirmed by the Council's decision can no longer be discussed in the course of dealing with the question of neutralization.
