Tchitcherin, respecting retention in Russia of 1000 Hungarian officers against Russians in Hungary and the ten hostages for the ten accused Hungarian Peoples Commissaries; Both governments are willing to exchange prisoners as soon as the German and Austrian governments permit transit through their countries.
