The Russian Refugees in Turkey - Dr. Nansen - Letter to the President of the Council of the League of Nations informing him of the situation of the Russian refugees in Constantinople whom the French Government had undertaken to direct to Brazil and whom, as a result, had to return to that city - Regrets not having been consulted about the action of the French Government and expresses the fear that under these conditions, the High Commissioner's task would become difficult to accomplish.
