While serving in Paris as secretary to the international commission that wrote the Covenant of the League of Nations (Paris Peace Conference), Shepardson helped form an Anglo-American community of individuals attending the peace conference who believed that a continuous study of international relations was desirable.

Shepardson served briefly on the Secretariat of the League of Nations and thereafter worked closely with American internationalists promoting membership. He became treasurer of the Woodrow Wilson Foundation and associated with groups friendly toward the League of Nations.
