In addition to the drafting of international conventions on human rights, the Division was engaged in the drafting of various studies and reports. Connected with these studies, but an independent task of considerable magnitude, were the triennial reports on developments and progress achieved in the field of human rights. In accordance with an ECOSOC resolution adopted in 1956 governments were asked to submit information to the Secretariat every three years. Reports were then compiled for the Commission on Human Rights and subsequently used as a basis of a review of developments.

The Division played an important role in the compilation of country monographs on the right of everyone to be free from arbitrary arrest, detention and exile, on the right of arrested persons to communicate with counsel and on the question of punishment for war criminals and persons who have committed crimes against humanity. These records contain submissions from governments, organs of the UN and non-governmental agencies that went into the completion of these studies.

In addition, the Division worked closely with the Preparatory Committee for the International Conference on Human Rights held in Tehran in 1968 and in the reports generated from before and after the Conference. The records from this work are included in this series as are work on the implementation of the recommendations of the Conference.

The records also cover the work of the Division on studies of the realization of economic and social rights and on the questions of human rights arising from developments in science and technology.
