The Secretary-General handled communications concerning human rights in accordance with a procedure established by ECOSOC resolution 728 F (XXVIII) of 1959 which was based to a large extent on resolution 75 (V) adopted by ECOSOC in 1947. The Secretary-General was requested to furnish each Member State concerned with a copy of the communication and to prepare a brief summary for the Commission on Human Rights to be included in either a non-confidential list or a confidential list, depending on the particulars of each communication. This task fell upon the Division of Human rights which was charged as well to inform the writers of all communications concerning human rights that their communication would be handled in accordance with the resolution and indicating that the Commission itself had no power to take action in response to the communication.

An arrangement was made during this period by which the Secretary-General's attention was drawn to any communication which indicated that the life of a person was in danger.

These records consist of communications regarding alleged violations and complaints during the period of 1956 to 1974 and are arranged alphabetically by country code. In some cases the files include responses from the governments concerned. Most of the files consist exclusively of microfilm records, the paper records having been destroyed by the Secretariat in 1976 after microfilming. Violations and complaints for the period up to 1956 were systematically destroyed after two years.
