In 1955 the General Assembly adopted resolution 926 (X) on advisory services in the field of human rights authorizing the Secretary-General to make provision for the use of experts, fellowships, scholarships and seminars. Subsequently, in 1956 the Commission on Human Rights adopted resolutions requesting the Secretary-General to explore the desirability of holding seminars in the field of human rights and the status of women. Later that same year ECOSOC requested the Secretary-General to organize seminars, preferably on a regional basis, as suggested by the Commission on Human Rights and the Commission on the Status of Women.
The records of this series pertain to the organization of these activities by the Division of Human Rights with the assistance of the Bureau of Technical Assistance Operations.
Through 1961 the advisory services in the field of human rights consisted primarily of regional seminars in co-operation with host governments. These were attended by participants nominated by governments in the region and confirmed by the United Nations and by observers from specialized agencies and NGOs in consultative status with ECOSOC.
