The Universal Declaration of Human Rights of 1948 addressed freedom of religion in Article 18. In 1960, the Third Committee, in its work on the draft Covenants on Human Rights, unanimously adopted a text very similar to that found in the Declaration.

In 1956 the United Nations Sub-Commission on Prevention of Discrimination and Protection of Minorities started a study of discrimination in the matter of religion rights and practices. The final report of the Sub-Commission was submitted in 1960. On the basis of this report the Sub-Commission prepared draft Principles on Freedom and Non-Discrimination in the matter of religions rights and practices. These draft Principles were transmitted to governments for their comments; in 1962 the Commission on Human Rights revised the draft Principles in light of governments' comments.

The records include correspondence with governments with regard to resolution 3069 (XXVIII) entitled "Elimination of All Forms of Religious Intolerance" adopted by the General Assembly in 1973.
