The Director-General of the ILO, and later the High Commissioner for Refugees, and the Delegation of France had pressed for consideration of the right of asylum by the Commission on Human Rights since 1947. The Declaration of Human Rights does not contain any article on the right of asylum as such but includes the right to "seek and enjoy" asylum. In 1949 the right of assylum was placed on the agenda of the Commission, where it remained until 1954 without ever being discussed as a separate item.
In 1956, on the initiative of France, the Commission decided that the matter should be placed on the agenda for the 1957 session. To this end the Division prepared a Document on the Right of Asylum for the Commission on Human Rights. This study made no recommendations but was rather an analysis of previous discussions and decision in United Nations organs which had a bearing on the right of asylum.
These records include comments and suggestions from specialists, governments and NGOs on the text of a draft Declaration originally introduced by France to the Commission in 1957.
