The United Nations had undertaken no specific study nor adopted any formal stand on the question of conscientious objection. Article 18 of the Universal Declaration of Human Rights specifically refers to the right to freedom of thought, conscience and religion and to the right to manifest one's religion or belief in teaching, practice, worship and observance.

In 1966, the GA adopted and opened for signature the International Covenants on Human Rights. Article 18 of the Covenant on Civil and Political Rights relates to freedom of thought, conscience and religion. An annotation prepared by the Secretary-General in 1955 in connection with the drafting of this article contains the following statement (A/2929, chapter IV, para. 117): "...Another proposal which was not adopted was that 'persons who conscientiously object to war as being contrary to their religion shall be exempted from military service'".

In 1971 the Commission on Human Rights adopted resolution 11 B (XXVII) calling for a report on national legislations and other measures and practices relating to conscientious objection to military service and alternative service.
