The principle of self-determination was not part of international law before the United Nations Charter. In 1960, the General Assembly adopted the Declaration on the Granting of Independence to Colonial Territories and Peoples, which built upon Articles 1, 55 and 56 of the Charter. Prior to the adoption of the Declaration, the item "Recommendations concerning international respect for the right of peoples and nations to self-determination" was on the agenda of the General Assembly in 1955 and 1956. In 1955 ECOSOC transmitted to the GA two draft resolutions proposed by the Commission on Human Rights and a third draft resolution proposed by the Council on the subject.

The GA subsequently decided to postpone consideration of these recommendations until 12.1957 with the adoption of resolution 1188 (XII) reaffirming the importance of giving due respect and consideration to the issue of self-determination. In 11.1958 the Third Committee adopted by a large majority a draft resolution - following the recommendation of the Commission on Human Rights and rejecting that of ECOSOC - establishing a new commission to survey the right of permanent sovereignty over natural resources.

The records consist of correspondence with regard to the question of self-determination and include communications with region economic commissions, governments and specialized agencies with regard to the collection of material for the survey the right of permanent sovereignty over natural resources as called for by GA resolution 1314 (XIII).
