The decision to undertake a study on racial discrimination in political, economic, social and cultural fields was taken by the Sub-Commission in 1965 and approved by ECOSOC in resolution 1076 (XXXIX) later that same year. In 1966 the Sub-Commission appointed one of its members, Mr. Hernan Santa Cruz, as its Special Rapporteur and entrusted him with the task of preparing a study. The scope of the study differed from earlier studies of discrimination which dealt with all forms of discrimination but only in respect of human rights and fundamental freedoms. This study was undertaken following the standard directives for the preparation of studies of discrimination while bearing in mind suggestions concerning new techniques to be applied owing to the special character and urgency of the study.
