In 1968, General Assembly resolution 2443 (XXIII) entitled "Respect for and implementation of human rights in occupied territories" establishing a Special Committee to Investigate Israeli Practices Affecting Human Rights of the Population of the Occupied Territories. The Special Committee presented its reports in 10.1970 and 09.1971 and a supplementary report in 12.1971. The records contain extensive correspondence related to the investigative and fact finding work of the Special Committee as well as comments from governments, including the Israeli government which refused throughout to cooperate with the committee.

The report of the Special Committee was submitted to the Secretary-General in 09.1972.

The Special Working Group of Experts established under resolution 6 (XXV) of the Commission on Human Rights to investigate allegations concerning Israel's violations of the Geneva Conventions in the occupied territories.

The Commission on Human Rights adopted resolutions 4 (XXIX) in 1973 and 1 (XXX) in 1974 concerning the violation of human rights in the occupied Arab territories and calling on States to do their utmost to ensure that Israel respects the Geneva Convention relative to the Protection of Civilian Persons in Time of War.
