The Sub-Commission on Prevention of Discrimination and Protection of Minorities decided at its 20th session to initiate a study of the implementation of the principles set out in Article 27 of the International Covenant on Civil and Political Rights with special reference to analyzing the concept of minority. This decision was supported by ECOSOC resolution 1418 (XLVI), which authorized the Sub-Commission to appoint Mr. Francesco Capotprti as Special Rapporteur for the study.
