ECOSOC resolutions 1706 (LII) and 1789 (LIV) on exploitation of labour through illicit and clandestine trafficking called on the Sub-Commission on Prevention of Discrimination and Protection of Minorities to recommend what further measures may be necessary for the protection without distinction of human rights of foreign workers.
Resolution 1706 (LII) was supported in the General Assembly by resolution 2920 (XXVII) calling on governments to take action or to supervise the application of measures to put an end to the discriminatory treatment of which migrant workers are victims.
