The previously confidential records pertain to refugees in Cambodia and include copies of correspondence (01.1961) between the Cambodian Head of State N. Sihanouk and US President Eisenhower with regard to Laos. This correspondence forms part of a mission report prepared by the UNHCR envoy Mr. Gilbert Jaeger following his mission to Cambodia in early 1961. The file contains correspondence between Secretary-General Dag Hammarskjöld and Mr. Félix Schnyder, UN High Commissioner for Refugees. The refugee situation in Cambodia was of particular significance as it fell within the scope of the mission of good offices entrusted to the High Commissioner by the General Assembly (resolutions 1388 (XIV) and 1499 (XV)). The response proved a departure from the pattern of action developed in handling problems of European refugees and set a precedent for approaching new refugee situation in Africa and Asia that arose in the years following.
