            The Sub-Commission on Prevention of Discrimination and Protection of Minorities of the UN Commission on Human Rigts today opened its twentieth session at the Palais des Nations, Geneva. The Sub-Commission elected Pierre Juvigny (France), Chairman of the current session and Mr. N. Pai (India) and Mrs. Phoebe Asiyo (Kenya) Vice-Chairman and Rapporteur respectively. The Sub-Commission also adopted a 13-point agenda. Experts from eighteen countries, participating in their personal capacities are attending the present session, which is expected to last for two weeks. Also present are the representatives and observers of a number of UN specialized agencies, inter-governmental and non-governmental organizations.

            The Sub-Commission on Prevention of Discrimination and Protection of Minorities returned this morning to the question of equality in the administration of justice, on which a study has been undertaken by a Special rapporteur, Mohammed A. Abu Rannat (Sudan).

            The Sub-Commission on Prevention of Discrimination and Protection of Minorities decided this morning not to send a telegram to President Idi Amin of Uganda about the recent decision to require Asians to leave that country. The vote was 14 in favour of a motion not to send a message to 1 against, with 6 abstentions. On another subject, the Commission unanimously requested continued work by one of its Special Rapporteurs, Francesco Capotorti from Italy, on a study of the rights of persons belonging to ethnic, religious and linguistic minorities. The study was begun last year and is the subject of a progress report by Mr. Capotorti to the Sub-Commission.
