Scope and content

The Soviet Union became a signatory to both International Covenants on Human Rights this afternoon. It was the twentieth signatory to the Covenant on Civil and Political Rigts and the twenty-first signatory to the Covenant on Economic, Social and Cultural Rights. Yakov Alexandrovich Malik, Permanent Representative of the Soviet Union to the United Nations, signed the two instruments at United Nations Headquarters. The two Covenants on Human Rights were adopted by the General Assembly on 16 December 1966 in resolution 2200 (XXI). When they come into force, they will require States Parties thereto to implement the rights and freedoms proclaimed in the Universal Declaration of Human Rights.
