A conference of experts to study the possibility of detecting violations of a possible agreement on suspensions of nuclear tests opened today at the european Office of the United Nations. Mr. T.G. Narayanan of the UN secretariat has been designated as the Secretary-General's personal representative at the conference. The experts were welcomed to the Palais des Nations by Mr. Pier P. Spinelli, Director of the european Office, on behalf of the UN Secretary-General.
