The United States of America and the Question of Mandates - Submits a memorandum setting forth the present situation: 1) The United States was invited to agree with the Allied Powers to end the terms of the Mandates and have just sent their reply; 2) It is likely that the United States will request some modifications and that only the Mandatory Powers and the Council can introduce these changes in the terms of the Mandates; 3) A procedure should be adopted permitting to reach a settlement of the matter before the end of the Assembly.
