Tower combines at present the functions of Allied Administrator with those of League of Nations High Commissioner. His salary and all expenses of the Commission to 30 June 1920 are being advanced by the British Government. Enquires how the League of Nations proposes to pay the High Commissioner, when it intends to "take him over" and whether it purposes paying any of his salary retrospectively as from the date of his appointments.
