The records contain reports, correspondence and memoranda regarding the promotion of human rights through technical assistance and advisory services.

Records include responses from governments to the Secretary General's Note Verbale inviting suggestions on topics for seminars dealing with human rights. The Technical Assistance Administration was responsible for administering the advisory services in the field while the Division of Human Rights was responsible for the technical content (with the exception of the News Personnel Programme which was designed by the Department of Public Information).

Records include correspondence with UNESCO, ILO and other UN agencies, with NGOs and with governments with regard to advisory services in the field of human rights.
