In 1969 Dr. Arthur Porter was hired by the university administration to conduct a thorough study of Western’s academic structure. His final report submitted in 1971 contained 22 recommendations. The $100,000 report suggested among other things: a tri semester system with the summer sessions having equal academic quotas, an ombudsman office independent of the administration, and a new Faculty of Information and Communications to address the increasing complexity of technology. In preparing his report entitled, "Towards a Community University" Porter stated, "I learned to talk to people from a wide range of disciplines and developed a feeling for other people’s ideas and ways of thinking which never occurred to me before".
