In 1969 ECOSOC adopted resolution 1421 (XLVI) entitled "Question of the realization of the economic and social rights contained in the Universal Declaration of Human Rights and in the International Covenant on Economic, Social and Cultural Rights , and study of the special problems relating to human rights in developing countries". In resolution 14 (XXV) the Commission on Human Rights appointed Mr. Manouchehr Ganji as Special Rapporteur to submit a comprehensive report on the realization of economic, social and cultural rights, taking particular account of the special problems of the developing countries in this regard. The records contain correspondence with non-governmental organizations with regard to the gathering of information for the report.
