The records consist of comments from governments regarding submissions from non-governmental organizations concerning civil and political rights in accordance with ECOSOC resolutions 888 B (XXXIV) and 1074 C (XXXIX). ECOSOC resolution 1074 (XXXIX) of 1965 entitled Periodic Reports on Human Rights and Freedom of Information invited governments and specialized agencies to report to the Secretary-General on human rights and fundamental freedoms in the territories subject to their jurisdiction. A continuing three year cycle was established as follows: civil and political rights to cover the period ending June 1965; economic, social and cultural rights for the period ending June 1966; and freedom of information covering the period ending June 1967.
